Violent extremism and religious radicalization has become a real threat during the last few years in Albania. These are processes by which an individual is introduced to an ideological message and belief system that encourages movement from mainstream beliefs towards extreme views. These phenomena are hidden behind interpretations of mainstream religious or political doctrines and tend to justify, promote, incite or support violence to achieve any number of social religious or political changes. The war against the phenomena of radicalization and violent extremism is the responsibility and duty of each country which is led in accordance to the democratic principles. The violent extremism and radicalization is a threat to the national security, rightfulness of life, physical integrity and other human rights. With the aim to stop and fight the violent extremism, different national and international strategies must be used. In this framework, the European Centre, in collaboration with Terre des hommes, is implementing the project “Assistance on facing violent extremism and religion radicalization at a domestic level”. The overall objective of this project is to raise awareness among the citizens above the age of 18, in Tirana, Elbasan and Pogradec, about the consequences of violent extremism as well as to highly promote their participation in exposing and preventing violent extremism and religious radicalization in order to increase knowledge about these phenomena.


The European Centre is looking for one national expert with relevant experience in the field, who will be responsible of studying and analyzing the findings gathered from the questionnaires, distributed by the Centre, and preparing a final report, which will be published. The report will come up with a governmental and local policy making strategy in order to identify and prevent the risks from religious radicalization. The expert will also be responsible of delivering 3 Local Forums, one per each city, as well as a Final Conference, which aims to present in front of a large audience all the results and findings of the previous activities of the project.

Duties and responsibilities

The European Centre will require the services of the Expert to prepare a survey which will measure the level of radicalization among the population and prepare a final report, which will later on be published, as well as to design a tailored leaflet which will aim to inform citizens about these two phenomena.

More specifically, the expert will have to:

  • Study and analyze the findings gathered from the questionnaires ;
  • Prepare a final report
  • Deliver 3 Local Forums
  • Deliver 1 Final Conference

Expected Outputs/Deliverables

  • Analysis of the findings gathered from the questionnaires;
  • Preparation and publication of the final report;
  • Preparation of the materials for the Local Forums and the Conference.


The delivery of the activities will take place in Tirana, Elbasan and Pogradec.

Necessary Qualifications

  • University degree in law/security studies;
  • Previous experience in analyzing surveys or questionnaires is an asset;
  • Very good writing skills;
  • Ability to work with minimal supervision;
  • Sufficient knowledge on violent extremism and religious radicalization in Albania;
  • Very good reporting skills.

Evaluation of applicants
The evaluation of the applicants will be based on a cumulative analysis, taking into consideration the combination of the applicants` qualification and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) Responsive/compliant/acceptable; and
b) Having received the highest score out of a pre-determined set of weighted technical criterias specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the financial evaluation.

Technical criteria – 100% of total evaluation – max points 100
Criteria A: expertise in law, freedom of religion, security studies– max points 35
Criteria B: Educational background – max points 35
Criteria C: Financial offer – max points 30
