March 25, a formal meeting was arranged between the state’s Commissioner for Legal Assistance in the Ministry of Justice and law students of the Law Clinic. This meeting was in coherence with the second open day of the Law Clinic at the Faculty of Law. The Commissioner, Mrs. Blegina Agolli expressed her appreciation for such an initiative of the legal clinic and was willing to broaden such practical education through the involvement of the Commissioner’s office.
Despite as a formal meeting, the meeting was also informative for the implementation of the Educational Program at the Law Clinic. This program aims at developing practical skills of using the law from the students and giving free legal assistance for the vulnerable groups of society.
Mrs. Agolli added that despite vulnerable groups who take social and economic aid and profit from free legal assistance at the Commissioner’s office, the pensioners have joined this target group too.
The Commissioner assists in civil issues, penal and administrative ones. The legal aid given to the citizens sources from the Albanian Constitution, the Law for the Legal Assistance and the international obligations that the Albanian state has under the Conventions it has ratified, such as the European Convention on Human Rights.
Each individual who has difficulties in accessing the Court, can come to the Commissioner’s offices, and fill a formal form which is being viewed by the Secretariat and finally being transmitted to the Commissioner. He/She decides if the form will be considered or not, with providing the relevant arguments as well.
Finally Mrs. Agolli added that she is committed to the cooperation with the Law Clinic at the Law Faculty on providing the students with real cases or allowing them to take cases at the court with the assistance of the Commissioner’s Office’ experts.
